Constructed in 1946 with concrete, steel, and brick, this hospital was built to last and was integral to the state’s crusade against Tuberculosis in the mid-twentieth century.


Former hospital rooms have been carefully and expertly transformed into beautiful apartments with generous living areas. The apartments feature high ceilings, large windows, spacious closets, individually controlled thermostats, and fully-equipped kitchens. A management office and convenient laundry facilities are also offered onsite.


There are 34 gracious apartments in total with 15 one-bedroom, 12 two-bedroom, and 7 three-bedroom units. All homes are accessible by an elevator that serves all levels.


Harbor Hill offers convenient and comfortable living at various rent levels through financing from the Kentucky Housing Corporation, the City of Ashland, National City Bank, and the Federal Home Loan Bank of Cincinnati. Income restrictions will apply for all apartments.


Safe Harbor of Northeast Kentucky, Inc. offers many programs on-site including case management, counseling, clothing and furniture assistance, programming for children, support groups, etc. All services are available to residents.
